Thematic Action Plans
Thematic Action Plans (TAPs) are research-driven initiatives undertaken by ESPON to address various territorial development challenges across Europe. These TAPs inform policymakers at all levels on a wide range of issues such as climate change adaptation, social inequalities, and economic development in different regions. By constantly evolving, TAPs ensure that ESPON's priorities remain relevant and practical for fostering balanced territorial development.
There are currently eight established TAPs, each focusing on a specific theme. For instance, one TAP examines how to achieve climate neutrality by focusing on renewable energy use and spatial planning. Another TAP explores how to build resilience in European territories in the face of environmental, economic, and social disruptions.
Each TAP combines research with a focus on producing new territorial evidence. This evidence illuminates strengths and weaknesses of different European territories, allowing policymakers to design better policies and stakeholders to take targeted actions. The ultimate goal of TAPs is to equip policymakers and stakeholders with the tools they need to create a more balanced, prosperous, and resilient Europe.
